Recently, the reporter learned from the China National Accreditation Service for Conformity Assessment (CNAS) that the European Commission decided to implement the ruling and revoke measures to impose anti-dumping duties on fasteners imported from China.
At the beginning of this year, the WTO announced the report of the appeal and appeal mechanism of China v. EU against the implementation of the final anti-dumping measures on some steel fasteners in China. The Appeals Body on the implementation of the anti-dumping measure on fasteners appealed to the Appellate Body to fully support China's position and proposition, and once again ruled that the EU's anti-dumping measures on maintaining Chinese products have violated WTO rules. China's fastener anti-dumping case lasted for seven years and became the first case of China's WTO dispute victory since its entry into the WTO.
According to the person in charge of CNAS, technical standards and accreditation systems are important quality and technical foundations and play a fundamental role in international trade. One of the important reasons for the overall success of China's fastener anti-dumping case is the perfect standard system and the corresponding accreditation system. Most of China's export-oriented fastener company laboratories have passed the CNAS accreditation. Under the background that the CNAS accreditation system has been integrated into the internationally recognized mutual recognition system, the production and testing of related fastener companies are conducted in accordance with international standards, and their test reports have also achieved international mutual recognition while obtaining CNAS accreditation. The test reports issued by these laboratories are based on the requirements of the EU's relevant technical standards. They are true and credible and effectively resolve technical barriers in international trade.
Recognition is a technical trade measure that complies with the WTO rules. Recognized, not only can improve the quality management activities of the laboratory, but also can achieve international bilateral and multilateral mutual recognition of test data and obtain better trust support in major trade disputes.
